Based on California law, car insurance policies follow the car and can cover the primary driver and anyone who is granted permission to drive their vehicle. 
If you allow someone to drive your car and they get into an accident, your insurance company will likely allow a claim. Alternatively, if someone uses your vehicle without permission and an accident occurs, your insurance provider may deny the claim even if you are found liable. Outcomes depend on your coverage and the circumstances. 
Full coverage auto insurance in California includes the state’s minimum liability insurance requirements, collision coverage, and comprehensive coverage. 
California mandates a minimum of $15,000 in bodily injury liability per person, $30,000 for bodily injury liability per accident, and $5,000 for property liability per accident—so a full coverage insurance policy will include these requirements, plus collision and comprehensive coverage.
Generally, California residents are required to have in-state car insurance. Some exceptions for out-of-state car insurance include being a resident of more than one state or being military personnel stationed in another state. 
Your basic car insurance policy will provide coverage for your travels across all 50 states and Canada.
PIP is not available in California. Instead, California residents can purchase medical payments coverage (MedPay), though it is not required. Medical payments coverage is recommended for added protection in case of injuries to the driver or passengers of an accident.
PIP is not available in California, but MedPay is. Insurance companies are required to offer MedPay coverage to their policyholders in California, but drivers have the choice to decline. 
The major difference between PIP and MedPay is that PIP will cover lost wages resulting from injuries from an accident but MedPay will not. Also, PIP does not have payback provisions while MedPay offers a subrogation clause.
The California Department of Insurance offers California’s Low Cost Auto (CLCA) Insurance program for good drivers within a specific income threshold. This state-sponsored program provides drivers with liability coverage at affordable rates, regardless of their immigration status.
