Can a Tesla have cruise control without Autopilot?

So I’m mulling over the idea of buying a used Tesla from a guy I know. He said he’s pretty certain that the old Model 3 he’s trying to unload has cruise control. When I asked if it has the Autopilot driver-assist tech package installed on it, he said no. Is he full of it?

Tesla
can’t have cruise control without the Autopilot package of driver-assist technology installed.
The Autopilot package includes Traffic-Aware Cruise Control, which maintains your Tesla’s cruising speed when the road in front of you is clear or adjusts and/or slows down based on the actions of the vehicle in front of you. But even with cruise control, you must keep your hands on the wheel at all times and be prepared to brake or take over the vehicle at a moment’s notice.
Not all older Teslas came standard with the Autopilot package, but you can purchase the Autopilot package on a subscription basis for $99 per month or the Enhanced Autopilot package for $199 per month. You can subscribe to both of these packages via your Tesla app or through your Tesla account.
