Is there such a thing as parking ticket insurance?

Is parking ticket insurance a real thing? I live in New Jersey and get several parking tickets a year. I try not to, but there is never anywhere to park! You can only park at this spot on a particular day and then you can't park there other days... New Jersey needs more parking. These tickets cost me about $500 per year. Is there a way around this?
