Can my insurance company charge me my deductible twice for incidents that happened on the same day?

I got into an accident and I had my car towed to a garage. While the adjuster was looking at my car, they noticed additional damage. It occured after the accident when my car was towed. They are talking about charging my deductible twice. Is this normal?

“Every car insurance carrier has different terms and conditions. Since the accident didn’t cause the additional damage, your insurance company can charge you your comprehensive coverage or collision coverage deductible twice.
Both incidents would be considered a separate claim, as the additional damage on your vehicle occured in a different location and time. “
