I own a patio restaurant and there's a man who frequently comes around the street outside yelling and being rude to my guests. I've heard I can take action if he's disturbing the peace; what counts as "peace-disrupting noise"?

While the legal definition is rather broad, disturbing the peace is when a person’s words or conduct jeopardizes other people’s peace or tranquility.
