In legal terms, driving typically refers to a person who is operating a vehicle that travels from one location to another. Traveling often refers to moving in a vehicle as the passenger, and not the driver.
Essentially, driving is when you are in control of the vehicle whereas traveling means you have no control of the vehicle or where it goes.
