Are roadside assistance and towing and labor coverage the same thing?

Are these the same thing? I'm comparing roadside assistance against towing and labor coverage from my car insurance company.

“In general, towing and labor coverage and roadside assistance offer the same things. This might include:
  • Towing
  • Dead battery service
  • Tire change
  • Lockout service
  • Fuel delivery
However, some plans may not cover the same as others.
Contact your car insurance company to find out what all is covered by the towing and labor coverage they offer.”
