The State of Georgia is one of the 49 US states in which license plate frames are legal. The only caveat is that they cannot obscure any text on the plate itself or your registration stickers.

What are the rules for license plate frames in Georgia?

Section 40-2-41
of the Georgia Code declares that “no apparatus that obstructs or hinders the clear display and legibility of a license plate shall be attached to the rear of any motor vehicle.” 
Any license plate frame that obscures the information found on the plate, including the name of the state, the plate number, and registration stickers, is out of compliance. You may incur a ticket and a fine if your frame or cover doesn’t comply, but the amount of the fine is dependent on jurisdiction.

What about license plate covers?

As long as the license plate cover is completely clear, it is legal in the state of Georgia. The law allows for any transparent material, but if that material becomes clouded or faded to the point where your license plate is no longer legible through it at a distance, you’ll need to remove it to avoid a citation.
“Clear,” in this instance, means entirely untinted.
