What states do not share driving records?

Do all states share driving records with each other, or are there states that don’t share? I don’t really understand how states can have different driving laws but keep the same records.

There are five states that do not share driving records
Every other state will share any driving infractions on your record with other states. 
Keep in mind: You’ll typically be charged and punished in the state where you broke the law, but you’ll still see the charge on your record in your home state.
