How do I get damage from a shopping cart covered?

"Can I file a claim with my insurance if a shopping cart hit my car? Another driver at the grocery store hit my car with their shopping cart. I got their insurance information, but they're refusing to pay. Will it raise my premium?"

“You may be able to get the damage covered depending on the type of insurance coverage you have. If you have
collision insurance
on your policy, you should be able to submit a claim.
If you do choose to submit a claim, you will be required to pay your deductible first before your insurance will cover the damage. If you have a higher deductible, the cost to repair the damage may be less. If so, you’d be paying out of pocket for damages.
Any time you submit a claim, your premium may change. How your insurance company rates policies will determine the possible increase.
Without collision insurance, you wouldn’t be able to get the damage covered by your insurance. To not pay out of pocket, you would need to file a lawsuit against the other driver to try and recover the cost of damages.”
