Can I transfer a car title to my name without a license or insurance?

I don't have my driver's license or auto insurance yet, but I found a used car selling for a great price. Can I transfer a car title to my name without a license or insurance?

You may be able to transfer a car title to your name, but you won’t be able to drive it legally without a license and insurance.
Check with your local DMV to see what documents you will need in order to
transfer the title
and register the car. The majority of states will require that you have a valid driver’s license and
car insurance
in order to register the vehicle.
The bottom line: Anyone can purchase a vehicle if they have the money, but registering the car and making it legal to drive is a separate process.
