What are the rules for license plate frames in Vermont?

Vermont Department of Motor Vehicles
says that license plate frames are allowed as long as the plates are “entirely un-obscured” and the letters and numbers are “plainly legible at all times.” 
This is especially important for the

stickers, which must be displayed in either the upper right or lower right corner, depending on the plate. Your license plate cover can’t obscure the registration sticker either.
