I lost my debit card and am in the process of replacing it but I need to make a withdrawal. Can I withdraw money from an ATM without my card?

Generally, you cannot withdraw money from most ATMs without your card—butsome ATM locations with specific banks such as Chase, Wells Fargo, and Bank of America offer cardless interactions on their ATMs, but this will depend on what’s in your area.
Cardless ATMs allow you to use your phone’s mobile banking app to access your cash. Simply open your banking app and tap your phone to the reader—or scan the QR code on the ATM with your phone and follow the directions. 
Keep in mind that you’ll still need to know the code or PIN you set up to access your accounts.
If you don’t have access to these banks or their cardless ATMs, your next best option for making a withdrawal is by visiting a branch of your bank. There, you can speak directly with a teller and they can confirm your identity and your account and allow you to make withdrawals.
