Can a 4-year-old travel without a car seat?

I have a 4-year-old child who I take with me on all my errands. She’s gotten quite a bit bigger in the last few months, and she’s starting to outgrow her car seat. I’m not sure how long my child needs to remain in a car seat. Can a 4-year-old travel without a car seat if I live in Ohio?

In every state throughout the country, 4-year-olds must use either a car seat or a booster seat.
Ohio car seat laws
dictate that a 4-year-old child must use a federally approved booster seat if they are shorter than 4’9”.
A good way to know if you need to switch to a booster seat rather than a car seat is if your child’s shoulders are touching the harness shoulder straps.
