What is the driving age in Hawaii?
I recently moved to Hawaii with my children. What are the rules regarding driver’s licenses here? What is the legal driving age?

Congratulations on your recent move to the Aloha State! While the driving age in
Hawaii
is 18, the graduated licensing program allows Hawaiian teens to begin developing their driving skills as early as the age of 15 and a half. The program has three phases—the first phase is the instructional permit phase. The permit is valid for one year and may be renewed 30 days prior to the expiration date if necessary. Requirements for driving during this phase are as follows:
- You must be at least 15 years and 6 months of age
- You must apply for a driver’s permit and keep it in your possession whenever driving a motor vehicle
- You must be accompanied by a licensed driver who is over the age of 21 and seated in the front passenger’s seat
- Between the hours of 11:00 pm and 5:00 pm, you must be accompanied by a licensed parent or guardian who is seated in the front passenger’s seat
- All occupants must wear their seatbelts and anyone under the age of 4 must be restrained in a child safety seat
Next is the provisional license phase. You may apply for a provisional license if you are at least 16 years old, have held an instructional permit for at least 180 days, have successfully completed a state driver’s education course, and have passed the road test. Keep in mind that a provisional license will come with certain restrictions.
The final step is a full driver’s license. You’re eligible for this when:
- You have satisfactorily held the provisional license for at least 6 months
- You have no pending traffic citations that may result in suspension or revocation
- You are at least 17 years old
