I want my 84 Olds Cutlass to sound as mean as the devil! Is having an open header exhaust legal in New York?

I am glad you checked before you made any modifications to your exhaust. As of 2022, it is illegal in
New York
to modify an exhaust to make it louder than what came in stock. An open header exhaust is five times louder than a factory-issued exhaust system.
This new bill is called the SLEEP Act—Stop Loud and Excessive Exhaust Pollution. New York legislature passed this bill simply because too many people were upset about being woken up at night by loud, devilish-sounding cars.
Drivers with a “devil may care” attitude are fined $1,000 if pulled over, and cars or motorcycles fitted with straight pipes (exhaust with no internal baffles or baffles that they can remove) will not pass the yearly mandated emissions test.
