How do I buy car insurance without a car?

I don't have a car yet—I'm in my mid-twenties and I only just managed to get my license—but I want to make sure I'm fully covered on any cars I do drive. I've heard that I should get insurance, even if I don't have a car—but is that true? And if it is, how do I do that?
