Do I need car insurance in West Virginia if I don't have a car but I do have a valid driver's license?

No—you don’t need to buy car insurance in
West Virginia
just because you have a valid driver's license. A driver's license is a form of personal identification, but it doesn’t mean you have to drive. 
However, if you plan to drive in West Virginia, whether you own the car or not, you’ll need some form of
car insurance
. If you do have a car, you’ll need to purchase liability insurance that meets
West Virginia’s minimum car insurance requirements
:
  • $25,000 of bodily injury liability per person
  • $50,000 of bodily injury liability per accident
  • $25,000 of property damage liability per accident
But liability insurance isn’t the only type of insurance you can buy. If you don’t own a car, there are other options, such as
non-owner car insurance
, which covers drivers who don’t own a car but frequently borrow or rent. You will need the same minimum coverage limits, but policies are often cheaper than a liability-only policy. 
Another option is to have your parents add you to their policy. Adding a secondary driver will raise their premium, especially as a
teen driver
, but it’s still cheaper than getting your own policy as a teen.
