Can the police commandeer my vehicle?

I’m three seasons deep into The Wire and so far, I just have one question. Am I overestimating Hollywood here, or can the police really commandeer your vehicle?

Hollywood isn’t far off with this one! A police officer has the full authority to commandeer your vehicle if they need to—with emphasis on need.
Officers may only request to control a civilian vehicle if the vehicle is a necessity. This means imminent or substantial danger to a person, the community, or the officer.
However, don’t hand over your keys just yet. Civilian cars don’t include sirens and additional safety measures to alert other pedestrians. It’s unlikely that an officer will use your vehicle in a chase for liability reasons.
