Wow, that sounds like a great trip! Yes, the city of Santa Monica allows you to park curbside or at a metered parking spot for free as long as you have a visible decal.

outlines that clean air vehicle (CAV) and zero-emissions vehicle (ZEV) car decals allow drivers many different perks including parking for free for the maximum amount of time at parking meters—even if the decal is expired. The regular charging networks like Tesla Supercharging stations and Chargepoint still require regular charging and overtime fees. Mobile apps help you to locate and pay at those stations.
The city has partnered together with EVgo to provide EV chargers for parking locations. While the rate to charge your car may vary, the parking while charging is completely free. If you want to leave your car somewhere to explore the city on foot or bike, consider trying an EVgo station so that you can charge your parked car all at once.
