What documents do not qualify as proof of North Dakota residency?

What qualifies for proof of identity in North Dakota?
In order to obtain a North Dakota driver’s license, you will need to provide proof of identity.
To do so, you must verify your legal presence, citizenship, or lawful permanent residence in the country using one document from the following list:

Valid, unexpired US passport or US passport card
Report of birth abroad issued by the US Department of State

Keep in mind that if your current name is different from the name on your identity document (above), you’ll need to provide proof of your legal name. You can use a certified, government issued marriage certificate, certified adoption document, or a certified court order authorizing a name change (no photocopies, court seal required) to do so.
In addition, you must provide proof of your Social Security number. All documents must contain your name and full social security number. You may choose one of the documents from the list below:
Finally, you must provide proof of a North Dakota residence address. Any documents used must contain your name, physical residence address, and be the most current document. Choose two documents from the options outlined above to prove your residency.
