What is the tallest building in Maine?

The city of Portland has boasted the tallest building in Maine since 1969—the Franklin Towers apartment complex. At 175 feet high and 16 stories, the Franklin Towers will soon lose this distinction to a new 250-unit apartment complex currently under construction. With a completion date in early 2023, the new complex will rise 190 feet and 18 stories into the air, putting Franklin Towers in the number two spot as the highest building in Maine. 
Designed by John Leasure, the Franklin Towers was built by the Portland Housing Authority in 1969. It was part of a larger urban renewal project specifically to serve seniors and others needing housing assistance.
There is a dubious history here; several existing homes were destroyed to make way for Franklin Tower and the larger housing project called Kennedy Park. After demolishing single-family homes and putting homeless shelters in their place, many Portlanders experienced destabilization in the area for years
However, since the early '90s, the Bayside Community, where Franklin Towers is located, has undergone a gradual renewal

Portland's 16-story Back Bay Tower apartment building comes in as Main's second tallest building at 172 feet, followed by—and perhaps more famously known—the Time and Temperature Building, at 170 feet and 14 stories. The Time and Temperature Building is slated for development into a luxury hotel by 2023. Plans for the new 86-bed hotel include meeting rooms, a banquet hall, retail shops, and a restaurant.
