Why does Illinois have so many tolls?

When I was researching and budgeting for my road trip from the east to the west coast, I noticed way more tolls in Illinois than in any other state I’m driving through. Why does Illinois have so many tolls?

Illinois
 has so many tolls because the interstate system does not receive any state or federal funding for maintenance or operations.
Illinois tolls were originally introduced to help fund 186 miles of interstate construction and were supposed to be removed when the roads were paid off with maintenance funded by the gas tax after that. Instead, the Illinois General Assembly made the Illinois Toll Highway Authority permanent in 1968 to maintain and operate the interstate system.
You can pay for tolls through Illinois Tollway’s pay by plate online payment portal or automatically make payments with an I-Pass or E-Z Pass.
