Pick a bolt and measure from the outer edge of the bolt hole to the center of the one opposite it. Since the Wrangler has an odd number of bolts, you’ll wind up in the middle of two lugs if you measure straight across. Pick one of the nearest bolts and measure to the center of that one. 
Once you have your diameter, put that together with the number of bolts on your wheel, and you’ve got the bolt pattern!
