That’s so annoying! The likely reason why your windshield wipers won’t turn off is a faulty park switch.
The park switch is the component that tells the blades to stop at the bottom of the windshield. In some vehicles, the park switch is built right into the wiper motor. In the case of a faulty switch, you’d have to get the entire wiper motor replaced.
