Why does Oklahoma have so many toll roads?

I was in Oklahoma a few weeks ago, and it seemed like there were toll roads everywhere I went! Why are there so many toll roads in OK?

There’s no concrete answer for why
Oklahoma
has so many toll roads, but it’s most likely to reduce congestion. While some drivers are inclined to think tolls exist primarily for monetary reasons, little revenue from the turnpikes actually goes to the state.
With 10 turnpikes covering over 600 miles across OK, toll roads comprise roughly 14% of Oklahoma highways. Only
New Hampshire
has a higher percentage at 16.2%. And the state’s 606 miles of toll roads is the second highest in the nation for miles, behind Florida’s pack-leading 641 miles.
