There are multiple reasons your windshield wipers are not returning to rest, including a dirty windshield.

may prevent the wiper from returning to the rest position.Clean off your windshield and see if that solves the issue.
Some wipers also stop whenever they are when the engine stops. This may be the issue if you shut off your car without first shutting off your wipers. Turn your wipers off, wait for them to return to their rest position, and then shut off your vehicle.
The most drastic reason is an issue with the wipers themselves. This could be caused by a weak wiper motor, a damaged wiper transmission, or incorrectly installed wiper arms. For this, you may need to run to a mechanic.
