Who created the tax break for electric cars?

I recently bought my first electric car and getting the $7,500 tax credit really helped. Who created the tax break for electric cars?

The
federal tax credit for electric cars
was created by the U.S. government to help incentivize electric car sales and make them more accessible to American drivers.
In 2008, the first Energy Improvement and Extension Act of 2008 that granted tax credits for new qualified plug-in electric drive motor vehicles was signed into law by former President George W. Bush. In 2009, former President Barack Obama signed into law the American Recovery and Reinvestment Act of 2009 and the American Clean Energy and Security Act of 2009, which both authorized federal tax credits for electric cars.
