I was looking into buying a Chevy Bolt EUV, but I noticed that Chevy cars no longer qualify for federal tax incentives. When were incentives for electric cars created?

Because electric cars tend to be more expensive than gas-powered cars, the
federal tax credit
can be a great way to help close the gap, but you’re right in noticing that it is no longer available for many popular models.
The first federal tax credit incentive for electric cars was part of the Energy Policy Act of 2005, and it applied to the first 60,000 plug-in hybrid vehicles sold by eligible manufacturers. The new incentive was originally authorized in 2008 and applied to the first 200,000 qualifying vehicles sold, and applies to cumulative sales after December 21, 2009.
Popular models like the Chevy Bolt EUV no longer qualify for the full tax credit because General Motors has surpassed the 200,000 vehicle mark.
