In terms of getting a restricted driver’s license, the state that has the youngest driving age is South Dakota. You only have to be 14.5 years old to get a restricted driver’s license in South Dakota.
However, you can get a learner’s permit at 14 years old in:

And you can get a full, unrestricted license at 16 years old in:
