What does a warning sign that says “rough roads” mean?

I don’t understand the warning sign that says rough roads. Why do we need a warning sign for that? Don’t you just realize that the road is rough once you start driving on it?

If you see a warning sign that says rough roads, you can usually take it to mean slow down. The sign is alerting you to a bad road surface quality in your path, which can make driving at
high speeds
more dangerous.
You might see a rough roads sign near construction sites, as the road will often be partially torn up to perform repairs. However, a rough roads sign may appear anywhere that has dangerous road surface conditions. Make sure to proceed with caution when you see this sign.
