What are the penalties for a fake insurance card in Maine?

My brother got his driver’s license a couple of years ago but my parents recently took him off of the family car insurance policy. He says it’s too expensive and he doesn’t want to pay for it, so he’s thinking about forging coverage. I’m hoping to talk him out of it.
