Should I buy supplemental liability insurance on a rental car for my trip to Tennessee?

I'm visiting Tennessee for a few days and I want to rent a car. My credit card offers a collision damage waiver, so I'm declining that insurance. But do I still need to get supplemental liability insurance?

Just make sure to ask how much coverage the rental car company’s liability insurance offers. If possible, get as much coverage as you can, as they may just offer the state-minimum insurance if you don’t ask.”
