Is I-95 in Florida a toll road?

I’m in Florida a lot for work and have noticed the I-95 Express Lanes. Are these toll roads? Who’s permitted to drive in these lanes?

is a toll road. They are tolled express lanes that require a SunPass to enter.
The cost of using the express lanes varies depending on the time of day and the volume of traffic. The toll may be as low as $.50 during off-peak hours. During peak traffic hours, the toll is capped at a maximum of $10.50, protecting users from disproportionate fees.
It's important to know that the only way to pay for these tolls is with a pre-paid SunPass account. 
A SunPass is not necessary for some vehicles, including motorcycles, hybrids, and carpool vehicles, which are exempt from these tolls. Tolling infractions, however, come with a $25 fine in addition to the actual toll amount for those who don't follow the rules regarding toll payment.
