Is I-25 in Colorado a toll road?

I’m new to Denver and still wrapping my head around these toll roads. What’s the deal with I-25? Is it a toll road or not?

The I-25 Central Express Lanes in
Colorado
are toll roads, but drivers are not forced to take them—they can always use the free, general-purpose lanes that are separated by a barrier from the Express Lanes.
The Express Lanes are reversible lanes between 36th Street and downtown Denver. They run south towards Denver from 5 a.m. to 11 a.m., and north towards Boulder from noon to 3 a.m.
Overhead signage indicates which direction the Express Lanes are traveling. You need an ExpressToll account to use the lanes, which reads the transponder sticker in your vehicle to electronically bill you the toll price. If you don’t have an ExpressToll account, you will be billed via the License Plate Toll, which reads the plate numbers on the front and rear of your vehicle and bills the registered owner. Tolls are higher for those without an ExpressToll account.
Toll prices depend on the day and time that you are traveling, and they are adjusted depending on traffic. Toll prices are noted via electronic signage and static signage prior to entering the Express Lanes.
