I was in an accident with someone and they were at fault. They keep telling me they'll send me their car insurance information, but they haven't yet. How do I check if their car has insurance for free?

If you filed a police report, you may be able to get the other driver’s information that way. If you didn’t, consider contacting the police and filing a report. With any driver information you have, law enforcement could find their insurance information for you.
Another option is to give the other driver’s information to your car insurance company. They can often find the driver’s insurance information or get in contact with their company to submit a claim for you.
Finally, you could try the DMV. Most states’ DMVs give you the option of searching for car insurance information on their website. With the driver’s information, you could find a record of their insurance.
