How common is it for people to not have car insurance?

Is driving without car insurance common? I thought it was against the law in New Mexico, but I know people who drive without insurance.

“New Mexico has some of the highest rates of uninsured drivers in the United States. About 22% of drivers in New Mexico are uninsured. For comparison, the national average of uninsured drivers is about 13%.
Since it is fairly common for drivers to be uninsured in New Mexico, it is important to have the proper
car insurance
coverage on your policy.
To protect yourself from an uninsured driver, you should add
uninsured motorist coverage
and property damage to your policy. With uninsured motorist and property damage coverage, your insurance will cover your injuries or property damage if an uninsured driver is at fault in an accident.
Uninsured motorist coverage isn’t a
state minimum car insurance
requirement, so you’ll need to reach out to your insurance company to add it to your policy.”
