How can you get car insurance without a license?

"I have my permit and keep failing my driver's test. They also keep telling me I need to have car insurance to take the exam. I've been using my family's car which has car insurance.

How can I get car insurance?"

“Most car insurance carriers require that you have a driver’s license to purchase insurance because you need a license to legally drive. However, there are many carriers that do offer policies to those with learner’s permits.
Progressive does write policies for those with permits.
Since you have been borrowing your family’s car, you should also confirm you aren’t already added as an additional driver on the policy. If you aren’t, you can ask to be added onto their policy.
You should also confirm that the DMV isn’t just requiring proof the vehicle is insured. Since you are borrowing the vehicle, most insurance policies will cover you if there is an accident.”
