Is there a way to get car insurance before you get a car? I am shopping around for a used car now, mostly with private sellers, and I don't have my own insurance yet. Can I get coverage ahead of time while I am test driving?

The safest option is to secure a
named non-owner policy
, also called an NNO. An NNO policy will provide
liability-only
coverage to any car you were to rent, borrow, or test drive. Once you find the vehicle you are looking for, you can convert the NNO to a standard policy and get full coverage.
Most insurance policies have what is called
permissive use
. This means that when the driver permits you to drive the car, you will be covered for an accident just like they would. However, not all companies have this policy and you would need to rely on the seller to tell you the truth that they have an active insurance policy. Since collision coverage is not a legal requirement, it is up to the owner to ensure they are correctly covered.
