Is there a way to file a complaint against my insurance agent?

Every time I call them, they are so rude! I am put on hold for hours on end just to get an answer to a simple question. And once I get an agent on the line, they usually don't sound like they know what they are doing. It’s really frustrating and I’d like to file a complaint, if I can—is there any way for me to do so?
