Do you have to have a license in order to get an insurance policy?

Can I still get an insurance policy even though I don't have a license yet? My aunt gave me a car for graduation and I am trying to find coverage for it. I never had a chance to get a driver's license, but I will this summer.

can only issue policies to drivers who have a driver’s license.
If you have a permit or a suspended license, then some carriers like
Progressive
will make an exception with the understanding that you will update your policy as soon as your license becomes available.
If you are getting your permit soon, Progressive would be a great option for you.
Another option would be to add the car to your parent’s or aunt’s policy so that it has coverage while you are getting your permit. Once your permit is issued, you can be added on as a driver.”
