Do local car insurance companies have lower rates than larger carriers in Ohio?

I live in Cleveland and I'm shopping around for insurance. I am 20 and looking for liability only right now. I've gotten quotes from MetLife, The General, and AAA for around $85 to $115 a month. Are there any local companies that may offer lower rates?

“It is possible that regional or smaller carriers will offer lower rates then larger carriers. However, insurance rates depend on many different things. Your age, driver history, address and credit can all impact the rates you receive.
The type of coverage you need can also influence your rates. Having only
liability insurance
 will always cost less than having full coverage.
It’s good that you’ve been comparison shopping with various carriers. You should continue to do this as you reach out to smaller carriers. Requesting
car insurance quotes online
 is a great way to compare prices.
Another option would be to work with an
insurance broker
. Since they don’t work for one company, they can find you quotes from a variety of carriers. “
