Do local car insurance companies have lower rates than larger carriers in Ohio?

I live in Cleveland and I'm shopping around for insurance. I am 20 and looking for liability only right now. I've gotten quotes from MetLife, The General, and AAA for around $85 to $115 a month. Are there any local companies that may offer lower rates?
