Do car insurance companies offer liability insurance for cars being restored in New York?

I purchased a fixer-upper that I'm planning on restoring. The only time it's going to be on the road until the restoration is when I transport it on a flatbed. Do I need liability insurance? Or do any companies offer liability insurance on car restorations?

“Unfortunately, you won’t be able to find a policy to cover just the transportation of the vehicle to your home, nor will you find insurance specifically for a restoration.
However, you do have a window of time where you could possibly restore the car without having insurance. In New York, you have 180 days to register a vehicle and must present proof of insurance to do so.
Since the car will be in your garage, you can probably get away with not having insurance, provided that you can make all the restorations in six months. At that point, you’ll have to purchase liability insurance.
If the restoration isn’t complete, the state-minimum liability insurance should suffice until you get the car road-worthy.”
