Can you help me figure out North Carolina's confusing driver's license rules?

I just moved to NC, and I’d like to get a license so I can buy a new car. The DMV said I have to have a "fleet restriction", though, since I don’t have car insurance. What does that mean? Can I test-drive cars at the dealership?

North Carolina’s driver’s license rule places a “fleet restriction” on new licenses for anyone who doesn’t have an active
car insurance
policy.
What a “fleet vehicle restriction” means:
  • You can only drive vehicles from commercial vendors—like car rental agencies who will require you to purchase a temporary in-house
    rental car insurance
    policy.
  • You may be able to
    test drive a demo car
    at your local dealership, but it depends on the dealership’s specific requirements.
What to do
All you need to do to remove the fleet vehicles restriction on your NC license is bring a DL-123 form from your car insurance provider to the NC DMV to show proof of your active policy.
