Can you buy a car for 10% below MSRP?

Can you really buy a car for 10% off MSRP? My dad bragged about how he's gotten 10% off the MSRP of a new car in the past, but I don't believe him. Is this realistic, or is my dad exaggerating?

“Your Dad is definitely not exaggerating!
You might get 10% off MSRP if:
  • you’re a good negotiator
  • you pay for the car in cash or provide a large down payment
To pull this off, you’re going to have to do your research online, come in calm and collected, and never tip off the salesman about how much you’re willing to spend.
You may also want to offer a low-ball figure right away just to see how they react.
Remember, you have the upper hand in these situations, so don’t be afraid to push a bit.”
