Can speed camera vans get you while they are driving?

I’ve read that New Mexico is going to start using speed camera vans to catch drivers going too fast. I know that they had them years ago, but I didn’t have my driver’s license then. Can speed camera vans ticket you while they’re driving?

This makes their readings more accurate, as the radars are designed to operate in this fashion. Conversely, police cars have speed radar that can detect your speed as the police car is in motion. This makes police cars more apt to pull you over for speeding.
The best idea is to never speed in areas with mobile speed cameras — more specifically in the cities of Santa Fe and Albuquerque.
