Can I have a non-owners policy on a car that isn't registered to me?

I have been using my brother's car for a while and he is finally giving it to me. He owes taxes on it, and I can't change the registration to my name until they are paid. Can I get an non owners policy for this car while I wait for him to make the payment?

“While a standard insurance policy follows the vehicle, a
non owners car insurance
 policy only follows the driver. Also, a non owners policy doesn’t apply to a car that you regularly have access to. It is meant for occasional driving.
If your brother owes taxes on the car, are the registration and insurance valid? If not, you will not want to drive the vehicle until they are.
