Can I have a non-owners policy on a car that isn't registered to me?

I have been using my brother's car for a while and he is finally giving it to me. He owes taxes on it, and I can't change the registration to my name until they are paid. Can I get an non owners policy for this car while I wait for him to make the payment?

“While a standard insurance policy follows the vehicle, a non owners car insurance policy only follows the driver. Also, a non owners policy doesn’t apply to a car that you regularly have access to. It is meant for occasional driving.
