Can I get car insurance if I don't have a license?

I don't have a driver's license yet, but I do know how to drive. Is there a way to get an insurance policy if I don't have a driver's license? I don't plan on driving often enough to get a license, but I want to be covered if I borrow a friend's car.

The exception to this rule is if you have a learner’s permit. If you have a permit but have not upgraded to a license, you can still drive as long as you obey your state’s permit rules.
