Can gap insurance cover someone with a learner's permit in Illinois?

We are buying my son a new car and he only has his learner's permit. If we add him to our policy, will he be covered for gap insurance as well?

“When you add a driver to your car insurance policy, any coverage on the policy applies to them, including gap insurance.
Even though your son only has a learner’s permit, he will still be covered. The vehicle he is driving will also need to be on the policy for the gap insurance to apply. “
