Can a 3-year-old travel without a car seat?

I have a 3-year-old that I take everywhere with me, whether I’m running errands or going on a trip. However, he’s starting to outgrow his current car seat. Can my 3-year-old travel in a car without a car seat? I live in New Hampshire.
